Regional Mass Fatality Management Response System Plan

Regional Mass Fatality Management (MFM) Response System Plan

The Regional Mass Fatality Management (MFM) Response System Plan integrates a variety of forensic disciplines and outlines operational strategies to incorporate best practices for developing a framework to manage mass fatalities following a regional catastrophic event. It creates a mechanism that allows jurisdictions to work together toward the common mass fatality management (MFM) goal—to document, recover, investigate, store, mitigate any hazards, and process remains for the purpose of facilitating the accurate identification and return of decedents to their legal next of kin, when possible, for appropriate final disposition.

The plan is complementing by the following tools:

  • A set of Field Operations Guides (FOGs)
  • The Regional Catastrophic Assessment Team (RCAT) Guidebook
  • Unified Victim Identification System
